California Joint Resolution Calls Upon Congress to Create a National CAT Fund California Assembly Member Sam Blakeslee has introduced Assembly Joint Resolution No. 1 (AJR1), a measure to memorialize the Congress and President Obama to enact legislation creating a comprehensive national catastrophe plan. This important measure urges the Congress to support President Obama in his campaign commitment to enact such a plan – a plan that would save every homeowner in California an average $256 per year. Nationally, consumers will realize annual savings in excess of $11 billion in their homeowner’s insurance premiums. In addition to improving the availability and affordability of property and casualty insurance, creating a national homeowners’ catastrophe fund would dedicate resources to firefighters, state and local police, EMS-rescue squads, county disaster professionals and other first responders that we depend upon when catastrophe strikes.
